Andrew Cottrell is a partner at ScottMadden and has more than 17 years of experience in the energy industry. Before joining ScottMadden in 2023, Andrew was managing director at Applied Energy Group’s Utility Consulting Group, leading the planning and program design group. While at AEG, he provided analytical and strategic direction for a comprehensive range of demand-side projects and studies covering energy efficiency, demand response, customer generation, and end-use technologies in the context of program design and implementation, program evaluation, market potential, and business strategy. Andrew holds an M.P.P. from Rutgers, The State University of New Jersey – Edward J. Bloustein School of Planning and Public Policy and an A.B. in engineering from Lafayette College. He is a Certified Measurement and Verification Professional (CMVP).

  • Designed cost-effective energy efficiency and demand response programs ready for delivery in all regions of the United States and for all fuel types by providing expert testimony, regulatory support, program design support, analytical support, strategic support, and cost-effectiveness analysis. Also represented clients in stakeholder meetings and negotiations
  • Developed and testified in support of a cost-effectiveness framework to evaluate grid investments
  • Led the development of beneficial electrification plans for transportation and building electrification for utilities in the Midwest and Southwest
  • Directed the development of a gas decarbonization plan for a southwest gas utility, including expert testimony and regulatory

  • Contributed to national client and conference publications and presentations, including analysis of program planning, cost-effectiveness analysis, program evaluation, and evaluation strategies for the Clean Power Plan
