ScottMadden, Inc., one of North America’s leading energy consulting firms, recently connected with Utility Dive to discuss why mandates still matter in the age of cheap renewables. This article focuses on the growth of renewable energy, the major forces at play, and the role of the renewable portfolio standard (RPS) in many states.
We are in a period of transition from a policy-driven environment to an economic-driven environment. To understand whether mandates are still the primary driver, one must look at states individually. In states that have increased RPS policy targets, mandates will still continue to serve a critical role in the adoption of renewable energy. The dramatic drop in renewable energy prices has allowed some states to surpass RPS policy targets while limiting the burden placed on ratepayers.
“Most states have seen little difficulty meeting their requirements. Critical factors are the availability of renewable resources and the policy design,” explains Chris Vlahoplus, partner and clean tech & sustainability practice leader at ScottMadden.
Mr. Vlahoplus continues, “RPSs can be vital economic drivers, but the right combination of resource abundance and alternative policies also works. Solar in the Southeast could be the next major non-RPS market. There is currently 1.6 GW of solar capacity operating in Florida, Georgia, and Alabama and, more importantly, 1.8 GW of solar capacity under construction or in the early stages of development in those three states.”
