Environmental regulations are being implemented, and utilities are putting implementation plans into motion as a long-awaited rule on coal combustion residuals is finalized and contours of proposed rules governing greenhouse gas emissions from new and existing sources are finalized by the U.S. Environmental Protection Agency. But uncertainty remains as legal challenges loom on several fronts.
