ScottMadden to Review Performance Based Ratemaking

ScottMadden, Inc., one of North America’s leading energy consulting firms, will join industry leaders as instructors for an EUCI course on Performance Based Ratemaking (PBR) in Denver, Colorado on January 17, 2018. The course is an opportunity for utility executives to discuss the principles of sound ratemaking and regulatory objectives, learn about the history of PBR, what is prompting changes in PBR today, other alternative ratemaking mechanisms, and to review the elements of successful PBR mechanisms already in place across the country.

Bob Hevert, partner and Rates, Regulation, & Planning practice leader; Rick Starkweather, partner; and, Jennifer Nelson, manager at ScottMadden, will join forces with Scott Brockett, director, Regulatory Administration & Compliance at Xcel Energy and Zev Simpser, an attorney with Briggs and Morgan, as instructors of the full day course.

“We continue to actively monitor the changes to ratemaking mechanisms across the industry,” said Mr. Starkweather. “Regulators around the country are reevaluating the current regulatory models to consider better ways to reward utilities for performance against policy objectives and goals. We look forward to sharing some of these perspectives with the PBR course participants in January.”

Learning outcomes for the course include:

  • Explore the principles of sound ratemaking and regulatory objectives
  • Discuss the current environment of accommodating distributed energy, which is prompting the need for change
  • Hear why some regulators are looking at new PBR-like mechanisms because of these changing needs
  • Explain the need for performance based ratemaking in a high-DER future
  • Review alternative ratemaking mechanisms
  • Discuss the elements of successful performance-based ratemaking mechanisms
  • List the steps and options for implementation
