ScottMadden, Inc., one of North America’s leading energy consulting firms, recently served as a sponsor and presenter at the Greentech Media New York Reforming the Energy Vision (REV) Future conference. The event provided a unique platform for key stakeholders, technology providers, utilities, and state policy makers to discuss current market issues surrounding New York REV.
During the event, Josh Kmiec, manager at ScottMadden, served as a panelist for the session, “Exporting REV: If You Can Make It Here, You Can Make It Anywhere.” This panel examined which innovations happening in New York are being watched by other state regulators and utilities. The discussion explored which REV goals are ripe for replication beyond the Empire State and also what might not work beyond New York’s unique market. Additional panelists included Rory Christian of Environmental Defense Fund, Adam Penque of Direct Energy, and Dwight Scruggs of Allconnect.
“A consistent question regarding REV continues to be, five to 10 years from now, which aspects of New York’s ambitious experiment will stick? The components of REV that end up being exported to and adopted by other states will go a long way to answering that question. From the panel’s discussion, it’s clear that non-wires alternative (NWA) solutions are certainly top of mind in many states,” said Mr. Kmiec.
Mr. Kmiec continued, “We’re also starting to see some states initiating efforts resembling REV to varying degrees. However, many states seem to be seeking a piecemeal or staged approach to utility business model reform, building on specific components of REV. Rhode Island, for example, recently released proposals for system data and hosting capacity data sharing along with provisions for integrating NWAs into the planning process, all modeled after REV.”
“Finally, the panel also explored the important customer component of REV and how it could apply to other states, specifically customer knowledge and education regarding their energy usage and the roles that utility-sponsored marketplaces could play,” added Mr. Kmiec.
Mr. Kmiec concluded, “Overall, the panel touched on many aspects within REV that are ripe for export, and if we were to have this conversation again a year from now, I imagine we’d have even more examples of states beginning to adopt or model reforms based on specific components of REV.”
